Summary
Certain aspects of the traditional Medicare system have now become standardized, including the process of billing and reimbursement. However, the overall Medicare program has become so complex that it often creates a great deal of unnecessary difficulty for many beneficiaries. That complexity appears to result from a number of separate factors, including
- the inherently complicated nature of the Medicare program design;
- the differences in coverage from area to area for some new medical tests;
- the enormous number of rules and the exceptions to those rules;
- the limited response to complaints about errors;
- the difficulties in communication between Medicare and Medicare beneficiaries.
Organizations such as the Medicare Rights Center and the United Seniors Health Cooperative, and state-sponsored counseling programs, can offer advice, information, and help to consumers in dealing with specific Medicare problems.
